Senate committee backs tighter confirmation rules for Fish and Wildlife Resource Commission

The Senate Natural Resources Committee voted to give a favorable recommendation to Senate Bill 245, a measure the panel's chair said is intended to allow the Senate to perform deeper background checks and to clarify the appointment status of members of the Department of Fish and Wildlife Resources Commission.

Committee chair Smith introduced the bill and said the change is meant to ensure nominees have the temperament and qualifications required for the commission and to prevent situations in which an individual might serve and vote on commission business for an extended period before the Senate acts on confirmation.

Senator Boswell, who asked to explain his vote, said he supported the bill to ensure timely confirmation votes when nominees return to the Senate. “I just want to make sure that when this who this individual is when it comes back to the senate that we do get the proper vote on this,” Boswell said during the roll call.

The committee adopted a substitute amendment and a title amendment before voting on the bill as amended. During the roll call on the amended bill, senators recorded votes in favor, and the chair announced the measure passed with a favorable recommendation.

The committee's action does not change the governor's appointment authority; the sponsor and chair framed the bill as clarifying when and how appointees may serve pending Senate confirmation and permitting more thorough background checks before the Senate votes.

The vote followed standard committee procedure: motion to adopt a substitute, adoption of the substitute, motion on the bill as amended and a roll-call vote. The committee also approved a title amendment before finalizing its recommendation.
