Deputy Commissioner of Public Works presented a proposed $26 million road reconstruction program for council consideration and described it as larger than recent years’ plans because the city intends to accelerate work while CHPS funding is available.
Councilors asked for greater detail on how CHPS reimbursements will affect timing and cash flow and requested a joint meeting with the finance commissioner and the committee on finance. The deputy commissioner said roughly $26 million was based on expected CHPS reimbursement and that last year’s program was closer to $16 million; prior years averaged roughly $8 million to $12 million, one councilor noted.
Councilors also asked for the list of streets that will be treated and whether sidewalk timing should be folded into the schedule. The DPW official said a schedule and a list of streets were included in the council packet and that the list is weather- and asphalt-plant–dependent. He said about 10 roads were rollovers from the previous year because crews ran out of time, and that the department used both in-house crews and private contractors to increase capacity.
Councilors requested an emailed memo explaining CHPS reimbursement mechanics and asked to hold a follow-up joint committee meeting once the finance commissioner was back in town. No formal vote was recorded in the transcript of the study session portion captured.
