The Corsicana ISD Board of Trustees approved targeted improvement plans for campuses on the district’s school improvement list at its Feb. 24 meeting, endorsing instructional-leadership supports through Texas Instructional Leadership (TEAL) and signaling a curriculum change for elementary English language arts pending final approvals.
District presenters told the board the improvement strategy for the affected elementary, middle and high school campuses centers on instructional leadership development through TEAL, a Region 12 support program. The TEAL program will provide a coach for principals and reading and math specialists who visit campuses several times per year to work with principals, coaches and teachers on observation-feedback cycles, coaching, lesson planning and evidence-based instructional practices.
The district said it will continue using the State Board of Education–approved STEMscopes math curriculum at elementary campuses for 2025–26. For English language arts at the elementary level, district staff reported that a newly awarded grant will fund adoption of Bluebonnet Learning, an open-education-resource curriculum. Staff said the Bluebonnet adoption will be included in the targeted improvement plan but will require a subsequent TEKS certification and final board approval, likely in March.
Presenters also outlined plans for secondary campuses: Corsicana High School and the middle school will employ Region 12 consultants, expand common PLC (professional learning community) time, sharpen PLC goals (particularly at the middle school), add EOC remediation courses within a multi-tiered support system, and implement coaching cycles with actionable feedback and walkthroughs tied to data.
Board action came after the presentation. A board member moved to approve the 2025–26 targeted improvement plans and the motion passed by voice vote; no roll-call tally was recorded in the meeting transcript.
The board’s approval allows campus teams to proceed with the strategies described, with final curricular adoption for elementary ELA contingent on the March return for TEKS certification and formal board action.
