The Freehold Township School District Board of Education approved the appointment of an affirmative-action team to complete the district's Comprehensive Equity Plan, trustees heard during the administrative report and a later personnel motion.
Dr. Brethauer, who identified themself as the district affirmative-action officer, told the board that New Jersey requires all local boards to review policies and practices for equity and to submit an approved plan to the county office. The district previously approved a comprehensive equity plan in June 2019; the county submission deadline for the updated plan is June 23.
Dr. Brethauer said the affirmative-action committee can be as small as three people but that the district had included additional staff and an intern to make the review more comprehensive. The committee will review policies and disaggregated student data (including free-and-reduced-price-lunch status, English learner status and special-education classifications) to identify whether any subgroups lack access and to draft corrective actions if needed.
The personnel and policy motion that included the affirmative-action team was moved during the meeting and approved by roll call. The board will receive the completed plan for board consideration in May before the June 23 submittal to the county office.
Why it matters: The comprehensive equity plan is a state-required review that documents district policies and practices across facilities, curriculum and services and shows how the district monitors subgroup access and outcomes. State monitoring and the district's ability to demonstrate compliance are factors in routine state oversight.
Speakers and attribution: Dr. Brethauer presented the background and timeline and indicated that the district already disaggregates student-performance and access data in other reporting. Board member Mrs. Bieler moved the personnel and policy motion that listed the affirmative-action team for approval.
Next steps: The affirmative-action team will complete the equity review and present the draft plan to the board in May for formal approval and transmission to the county office by June 23.
