Mayor Pro Tem McGee told the council that Caltrans and the Federal Highway Administration approved a request to issue a request for qualifications (RFQ) to begin design work for additional lanes on Interstate 15 between Lake Elsinore and Corona. Staff issued the RFQ on Monday, McGee said, marking the first step in a multi-stage planning and construction process.
"This is to design additional lanes along the 15 Freeway from Lake Elsinore to Corona. It is the first step in a long process, but it is a first step," McGee said during council comments. He reported that Caltrans approved the request on Thursday and that the Federal Highway Administration approved it the following day.
McGee framed the RFQ as a preliminary planning step; he did not announce funding amounts, a schedule for design completion, or when construction would begin. The council did not take formal action on the RFQ during the meeting; McGee's comments were provided as part of council updates.
Transportation and land-use approvals from state and federal agencies are generally prerequisite steps before cities can select design consultants and pursue construction funding, and issuing an RFQ typically begins a competitive selection process for consultant teams.
No vote was recorded on the RFQ at the council meeting.
