Council adopts first 2024–25 budget amendment; pension software, park restorations and sewer upsizing funded

The Boca Raton City Council adopted Ordinance 5724 on Feb. 25, approving the first budget amendment for fiscal year 2024–25.
The ordinance, which passed 5-0 on final reading, recognizes three line‑item changes: $65,000 in donations for restoration at South Beach and Spanish River parks, $1,400,000 for a pension technology modernization project, and $2,000,000 for utility expenditures to upsize sewer infrastructure associated with the Old Floresta project.
Chief Financial Officer Jim Zervis presented details to the council. “The item before you today is the first amendment to the fiscal year 2024 through 2025 budget. It includes 3 line item budget amendments,” he said, and explained that the pension project will replace legacy software used to administer two city pension plans and modernize features for retirees and administrators.
Zervis told the council the replacement product is a purchased, customizable pension software product that will be tailored to the city’s three pension plans and that the expenditure covers implementation for the Police and Fire Pension and the General Employees Pension with capacity for the Executive Pension plan.
During the public hearing, Anastasia Colas raised concerns about new technology and urged the city to incorporate security checks. “Sometimes when new technology… could you give us your name and address, please?” she said, later adding, “This is another reason why I wanted to set up the cyber police force. This would be a way to actually set up a check for new technology because occasionally, new is not necessarily always good.”
The ordinance was moved and seconded and approved by roll call: Council Member Nacklis—yes; Council Member Thompson—yes; Council Member Wachter—yes; Deputy Mayor Drucker—yes; Mayor Singer—yes. The vote finalizes the appropriation authority for the three items listed; each line item will be executed per department purchasing and project procedures.
