Franklin County awards sheriff's body-armor contract to Atlantic Tactical

Franklin County commissioners voted Feb. 26 to award a contract for body armor for the sheriff's department to Atlantic Tactical, the county procurement director said.
Robin Harmon, the county's procurement director, told commissioners three bids were received: Whitmer Public Safety at $32,264, Atlantic Tactical at $26,445, and a third bid from Charles Johnson that procurement found nonresponsive. Harmon recommended Atlantic Tactical as "the lowest responsible and responsive bidder." "We are recommending Atlantic Tactical for award as the lowest responsible and responsive bidder," Harmon said.
Deputy Chief Daniel Foy of the sheriff's office was at the meeting to answer operational questions; commissioners said the winning vendor had worked with the county previously. One commissioner said the bid amounts were close to the budgeted estimate.
A motion to approve the award passed on the floor; the meeting record shows a motion and second and recorded "Aye" votes but did not include a roll-call tally.
Procurement staff indicated there were no issues with Atlantic Tactical's responsiveness and that the price was within expectations. The nonresponsive bid from Charles Johnson was not detailed in the public discussion.
The award covers the purchase as specified in the county's solicitation; procurement staff will finalize contract paperwork and proceed with delivery and invoicing under the county's normal contracting process.
