Mooresville seeks $1.27 million amendment to Black & Veatch contract for wastewater expansion, interbasin transfer work

Town staff asked the Mooresville Board of Commissioners to approve Task Order No. 3 under the existing master services agreement with Black & Veatch, a step staff said is necessary to begin the environmental review and interbasin transfer application required for the town’s preferred wastewater-treatment-plant expansion alternative.

Allison Craft, presenting for public utilities, said the task order is for $1,273,440 as an amendment to the original contract dated Sept. 8, 2022, and that staff also proposes adopting or amending a project ordinance to add a $700,000 appropriation from utility capital project reserves. Craft said the scope will fund preparation of the environmental impact statement required for the interbasin transfer application and substantial public involvement in that process.

Craft reminded the board that the town previously agreed to advance the plant-expansion alternative and obtain an interbasin transfer certificate from the state to replace the legacy transfer. She said the task-order approach lets the town fund stepwise work as design and regulatory needs become clearer, rather than appropriating the entire program cost up front.

The board took no final vote during the work session; staff requested consideration of the task order and indicated it will return for a formal approval action.
