Kane County RDA adopts revised bylaws and names vice chair

The Kane County Redevelopment Agency adopted revised bylaws and unanimously appointed Gwynne Brown as vice chair during a brief meeting Feb. 11, 2025, in the Commission Chamber of the Kane County Courthouse.

Agency members said the revisions clarify how the body operates and align the bylaws with how the agency has been conducting business. The agency also approved minutes from its Nov. 12, 2024, meeting.

A board member moved to approve the Nov. 12, 2024, minutes, saying, "I have reviewed the minutes and I move to approve as written 11/12/2024." The motion carried by unanimous voice vote, the chair said.

The board then considered a set of revisions to the RDA bylaws. "I move that we adopt the RDA bylaws as written," a board member said. Agency members said the changes make the document easier to read and reflect current practice. The chair called the question and members approved the bylaws unanimously.

After the bylaws vote, members addressed the vice chair role. The chair noted the bylaws require a vice chair and that, with a small membership present, the appointment would ensure someone can preside in the chair's absence. A board member nominated Gwynne Brown, saying "I nominate Gwynne Brown with, especially with her experience on, county planning and, also past experience in former lives of working with government processes and stuff." The nominee indicated she would learn the responsibilities if needed; the chair summarized the role as presiding when the chair is absent. The nomination was approved by unanimous voice vote.

The meeting lasted only minutes; the chair adjourned the session at 9:35 a.m.
