The Iron County Commission on Jan. 13, 2025 heard a public hearing and directed staff to prepare an ordinance to vacate the county’s interest in the diagonal City View Drive right‑of‑way that crosses properties at the south end of the fairgrounds near Parowan. The parcel at issue is a 1.8‑acre property addressed as 487 East City View Drive; the adjacent Lafever parcel also was included in the motion.
County planning staff and the property owners described multiple recorded private easements across the parcels and said the county’s only remaining interest appears to be in the diagonal segment historically called City View Drive. Reed (county planner) told commissioners the county has an interest in a 15‑foot easement along the west property line (15 feet on each side for a combined 30‑foot utility easement), and a separate 32‑foot roadway access easement runs across the north of the area. Staff said those private easements remain; the county’s interest is limited to the City View Drive diagonal right‑of‑way.
Parowan city staff and nearby property owners told the commission the city’s master transportation plan still shows a collector called City View Drive in the broad area and that, if the county vacates its interest, the city or future subdivision requirements could require reestablishment or reconfiguration of a master‑plan alignment at development time.
After public comment from Matthew Lefever, Eric Hasmeyer (applicant/owner) and Parowan City Manager Dan Jessen, commissioners moved and seconded a direction to staff that the county prepare an ordinance to vacate only its interest in City View Drive across the Hasmeyer and Lafever parcels; the motion carried by voice vote.
Staff said private easements to the north and west are not vacated by this action and that any future changes to private easements or a county sale of land would require separate processes, possible compensation, and legal review. Reed told the commission that earlier discussions about selling a small triangle of county land had been explored years ago but were not pursued because of subdivision complications and cost estimates.
