Board moves to accept VFW donation and begin environmental review for Cooper Park

The Grand Island Town Board authorized staff to move forward with a donation agreement from the Veterans of Foreign Wars that would transfer a parcel identified for Cooper Park to the town, and directed staff to proceed with a Phase I environmental assessment.
Town counsel and staff described a draft donation agreement circulated previously. The draft places customary contingencies on closing: title review, survey, legal description confirmation and an environmental Phase I assessment. Board members said the VFW had already approved the donation and named town contacts who had reviewed the draft.
Members discussed who would pay customary closing costs associated with a donated property; the draft assumes the town would cover those items. The board emphasized completing the donation agreement before ordering a Phase I assessment to avoid paying for an environmental report if the town decided not to accept the gift.
A motion to authorize the town manager (Pete) to sign the donation agreement and to proceed with the Phase I environmental assessment was seconded and approved by voice vote. Board members said they will also move ownership and subsequent park improvements through the parks committee once the property is transferred.
