Council selects De Novo Planning Group to lead Temecula general plan update

The Temecula City Council voted unanimously on May 27 to award a consulting contract to De Novo Planning Group for a comprehensive general plan update. The city's project manager, Sage Crest Planning (representative Laurel Reimer), and De Novo presented an overview of the project scope, timeline and public outreach plan.
Staff said the general plan update is a long-range, 20-year policy document that addresses land use, circulation, economic development, and other elements required by state law. City staff issued an RFP in March and, after proposal reviews and interviews, recommended De Novo Planning Group; staff noted De Novo had previously worked on Temecula's 2021—29 housing element.
De Novo described a work program that begins with an existing-conditions analysis and community visioning, including five district-based visioning workshops, numerous pop-up events and stakeholder interviews. The consultant said it will prepare goals, policies and implementation actions, a separate climate action plan, and a program-level environmental impact report (EIR) intended to support future development approvals. De Novo projected a roughly two-year schedule from kickoff to adoption, with key milestones in fall 2025 through spring 2027 for the EIR and final adoption.
Councilmembers who serve on the general plan update subcommittee said they had met with staff and consultants and supported the selection. There were no public speakers on the item. The council moved, seconded and approved the award by a 5-0 vote.
