Council approves Warm Springs commercial preliminary plan; staff to check cross-access alignment and stormwater details

The council approved the Warm Springs commercial development preliminary plan and plat on Feb. 12 after the developer summarized adjustments made in response to planning commission review.
Applicant Lance Anderson (Farm Springs Development) told the council the team had adjusted plans to address engineering red-line comments and that the project divides the property into three lots (one parcel containing an existing Express Auto and two future commercial lots to the rear). He said the design incorporates storefront-style glass facades and has reduced the appearance of industrial roll-up doors in favor of retail-style elevations. The development includes drive-through building pads and flexible commercial shells that can be subdivided to accommodate different tenant sizes.
City staff flagged one substantive outstanding issue: confirmation that cross-access easements line up with adjoining parcels (Wolfpack Place and the neighboring Engineer’s plans). Marcus said engineering models showed a misalignment the developer needs to resolve; staff also noted stormwater calculations usually finalized at final plat but asked developers to confirm the stormwater element labeled in plan graphics (what appeared to be loading docks are underground stormwater facilities). The developer said he had emailed coordinating materials to the adjacent parcel’s engineer and expected to resolve the alignment questions.
Motion and vote: Councilmember Tiffany moved to approve the Warm Springs preliminary plan/plat; Councilmember Stephanie seconded. The council approved the plan unanimously (motion carried). Marcus reminded the council that the project will return to the DRC and planning commission for final plat and details, including landscaping and building-material standards.
Next steps: Final engineering updates to demonstrate cross-access alignment, final stormwater calculations and a detailed landscaping/building materials plan will be reviewed at the DRC and planning commission stages.
