City staff said the right‑of‑way acquisition for a transmission power line is complete and that property owners affected by the acquisitions requested safety and utility relocation work as part of negotiated purchase agreements. The work the city committed to includes relocation of irrigation services and water services; the project scope also includes placing fill, road base, chip seal, pavement, signing and striping to provide 40 feet of paved surface. Pavement striping will create a 12‑foot travel lane in each direction with a 5‑foot shoulder on the east side and an 11‑foot shoulder on the west side.
The bid opening on Feb. 5 returned six bids; the low bid by ACAD was $699,704.65 and the high bid was $975,174.50. Staff told the council that, given current cash on hand and project revenues, the city can finance the project without imperiling other pending projects (1400 West, 650 South and 100 South). Caden (staff, finance) indicated funds are available to move forward.
Council members discussed whether to increase the award to add pavement to adjacent stretches for continuity and safety; staff advised that small adjustments might be handled as quantity overruns without changing the award amount. Council members also asked about contractor qualifications; staff reported ACAD is a local contractor involved in recent local developments and deemed qualified for the award.
A motion to award the contract to ACAD passed by roll call after a motion by Councilman Preet and a second by Councilman Hershey. Staff will manage procurement, inspections in cooperation with UDOT for road work and ensure contractual obligations tied to right‑of‑way purchases are fulfilled by the April 1 deadline referenced in purchase agreements.
