Bryan ISD details student transfer process, timelines and criteria; staff says 264 applications received this cycle

Bryan ISD staff reviewed the district’s student transfer procedures and answered trustee questions about timelines, committee composition, approval criteria, revocation and transportation for special circumstances.

Dr. Merrill, the district presenter for transfer procedures, said the regular application window for next-school-year transfers opens in early December and runs through Jan. 10; she told trustees the district had received "over 264 transfer applications" during this window. Staff said English and Spanish forms are used and the district posts transfer information on its website and in routine school communications.

How decisions are made - Step 1: A guardian completes the online application. Staff said many applications can be approved administratively if they meet routine criteria. - Committee review: District personnel form a review committee when needed to consider requests that are not straight approvals. Dr. Merrill said the committee typically includes multiple district-level staff members and representatives from relevant areas such as fine arts, CTE, athletics and special education so panels are equipped to evaluate program-specific requests. - Criteria and documentation: Staff explained decisions consider a student’s academic standing, discipline history, documentation of incidents (for example bullying or assault), program availability and special circumstances (medical, sibling transfer, documented victim status). Applications include a narrative so parents can explain the reason for requesting a transfer. - Appeals: If a request is denied, guardians may appeal; appeals are reviewed by a different committee composed of district-level educators.

Revocation and emergency transfers Staff said a granted transfer may be revoked for cause (discipline, academic issues) but only by the district office following investigation; campuses do not unilaterally revoke transfers. For urgent or extenuating circumstances that arise outside the regular window (for example a contemporaneous safety concern), staff said the district can act immediately and typically provides a response within days.

Transportation and special circumstances Trustees asked whether parents are responsible for transportation when a transfer is approved. Staff replied that routine transfers generally require parents to provide transportation, but district transportation has been provided in documented, special circumstances (for example where safety or severity of an incident requires it). Trustee questions and staff answers made clear such transportation decisions are handled case by case; staff said the district will work with families in documented cases.

Process transparency and outreach Staff said the district begins by screening applications (many are approved without committee review), then meets weekly to review pending or complex requests. Dr. Merrill and other presenters said the district communicates with campuses and families, offers guidance to parents at the campus level, and conducts outreach via email, Tuesday folders and the district website. The district noted that some parents delete routine messages and urged families to contact the district directly when urgent situations arise.

Board members and staff reiterated that UIL (University Interscholastic League) rules can affect athletic eligibility and transfers for sports; board members said UIL has processes that can be appealed beyond district decisions.
