Council fills Timberline Special Service District seats, hears concerns about small-district capacity

The Summit County Council appointed four people to the Timberline Special Service District (TSSD) administrative board and heard applicants describe maintenance, budgeting and outreach challenges for the small neighborhood district.

Roger moved to appoint Cedric Gamble to serve the unexpired term of Dan Saroid through Dec. 31, 2026. The council also appointed Amy (last name on file), Christophe Warder and Steven Meinhold to full terms through Dec. 31, 2028; Roger read the appointments into the record and the council approved the resolution by voice vote.

Applicants and sitting board members told the council TSSD is a roughly 100-household neighborhood that manages winter road plowing and road maintenance. Christophe Warder and Steven Meinhold described recent board work to balance the budget, add backup equipment and formalize policies and procedures. Steven told the council the district has faced difficulty recruiting volunteers and warned that small special service districts can be strained if the county changes cost‑sharing or legal-support models for districts.

Cedric Gamble, a Timberline resident since 2023 who described a professional background in sustainability engineering, and Amy, a retired mortgage professional who cited prior nonprofit board experience, said they are available to help with operational and financial oversight. Appointees said they typically meet every two months.

Council members and applicants discussed recruitment barriers in small districts and noted there were six open seats but only four applicants for this appointment cycle. The council asked county staff to continue outreach and to consider how county-level assistance can reduce burdens on very small special-service boards.

The council approved the appointments; the county will update the Timberline board roster.
