County parks staff report progress on OHV grants and trail projects; some closeouts pending forest-service coordination

Staff said the county has submitted multiple grant closeout packages to the state Division of Outdoor Recreation, including heavy-equipment training and ATV-trail equipment projects; state reviewers returned comments and staff are updating closeout documents. Parks staff reported three open contracts (first-aid equipment closure due this quarter, trespass signage with remaining years, and fence work in the canyon with time remaining).
Why it matters: The grants funded improvements to county OHV trail infrastructure, trail equipment and safety; closing contracts and coordinating with the Forest Service are needed to finalize expenditures and preserve future grant eligibility.
Project specifics and coordination: Staff described a Harmsen Trail environmental contract that funded a team to reduce the Forest Service’s burden on environmental review and to enable a connector between forest roads (identified in the meeting as part of the Elkhorn Loop). Staff said a short Yellow Ledges widening project has Forest Service funding but needs district staff availability to proceed. The county offered equipment and volunteers but said work remains contingent on forest-service direction and staffing.
Staff also described plans to place wayfinding or OHV markers (a “marker” at the start of an OHV route) and said Forest Service review delayed some sign placements; the staffer said a new district recreation supervisor hire is expected to help resolve outstanding coordination items.
No formal commission action was required; the presentation was informational and emphasized continued work to submit corrected closeout documents to the state.
