COSAC to mail gateway outreach letters; legal review and council briefing planned

Staff described two mailing lists: about 9–10 property owners in the Sardine Canyon upper gateway and a larger list of valley‑floor properties along the highway and other visible parcels. The intent is a brief informational mailing to make landowners aware of the county’s open‑space program and application process, not to promise funding or special treatment. Staff proposed sending the mailing after the committee finalizes a short, explanatory letter.
Committee members agreed the letter should avoid commitments and be clear that the program is open to all eligible applicants. Several members warned that some County Council members might view targeted outreach as favoring particular owners; the committee therefore agreed to send a draft to county legal staff for review. Andrew Erickson of county policy staff requested a copy of the draft for legal review.
Members suggested including large visible landowners and noted the list will include some smaller, contiguous parcels that nevertheless contribute to the viewshed. Staff also identified two properties between Hiram and Nibley (approximately 88 combined acres) that provide a notable west‑facing gateway view and recommended including them in outreach. Committee members requested that the committee circulate the final draft among members before the mailing and that staff pursue an agenda slot to brief the County Council about the outreach approach and the program’s nonbinding, informational nature.
Committee members also discussed next steps: finalize and circulate the draft letter to legal and the committee, then schedule a council briefing; prepare mailing addresses; and continue outreach in phases to other gateway areas. New county council assignments were noted: committee members were told Councilman Keegan Garrity will be the committee’s council liaison; staff said they will coordinate with the council liaison and county legal counsel before sending the mailers.
