Daggett County commissioners and Redevelopment Agency members met Tuesday, Jan. 21, 2025, and moved to adopt a consistent practice for scheduling the Daggett County Municipal Building Authority (MBA). The board agreed the MBA will be scheduled weekly and that an agenda with standing business should be posted in advance; commissioners also approved the commission and RDA minutes from Jan. 14, 2025, and recessed to the MBA meeting.
County officials said the practice aims to keep the MBA in compliance with Utah open-meetings law while ensuring routine financial items can be handled when needed. Staff and commissioners discussed whether the MBA should be opened and immediately closed on days with no business or whether the MBA should be noticed only when items exist. The group agreed to post an agenda even when no substantive items are expected and to include standing items such as the open invoice register, disbursement listing and purchase requests so that any required approvals can be handled in the MBA meeting.
A county official read language describing the notice requirement in the Utah Code covering public bodies and regular meetings, which led commissioners to conclude that posting and an agenda entry are the appropriate steps to meet the statute's annual-notice and 24-hour posting expectations. The group confirmed MBA meetings will follow the Daggett County Commission meeting schedule, beginning at 09:10 a.m. after the pledge and prayer and taking place in the commission chambers unless otherwise posted. The board also clarified that the MBA's electronic meeting link will be the same link used for commission and RDA meetings.
Procedural motions at the Jan. 21 meeting included a motion and second to approve the Daggett County Commission and Daggett Redevelopment Agency meeting minutes from Jan. 14, 2025, which was approved. Commissioners then made and seconded a motion to recess the commission meeting for the purpose of convening the Municipal Building Authority; the recess occurred at 9:24 a.m.
County staff said they will update the MBA agendas going forward to include the standing financial items so that any expenditures requiring MBA approval are presented in the MBA meeting rather than appearing only at the commission level. Meeting participants noted this approach is intended to reduce the risk of missing required MBA approvals and to maintain compliance with statutory posting requirements.
The record shows the discussion took place during the minutes review portion of the Jan. 21 meeting and that commissioners directed staff to remedy agenda posting going forward; no new policy or funding decision was adopted during the discussion.
