Advocate urges Davis County to support House Bill 81 substitute on fluoride choice

Lorna Rosenstein, a resident who identified herself during public comment at the Feb. 11 Davis County Commission meeting, urged the commission and the health department to publicly support House Bill 81 substitute 1, which she said provides personal choice on fluoride in community water systems.
Rosenstein described a history of legislation and debate in Utah, saying “Since 1997 in Utah, there have been 25 pieces of legislation attempted, tabled, or enacted specific to fluoride.” She asked the commission to pursue outreach rather than continuing public disagreement: “Let's do it again,” she said, referring to past collaborative county outreach efforts.
Rosenstein said Davis County previously staffed an informational booth at the county fair that distributed toothbrushes and bilingual educational materials and recommended a similar approach to promote oral health and personal choice. She argued the proposed bill offers an alternative to adding fluoride to public water supplies and suggested pharmacies as a place to obtain fluoride for individuals who want it.
Commissioners did not take action on Rosenstein’s request during the meeting. Her remarks were made during the public comment portion of the agenda and were offered to inform the commissioners and health department staff.
