Senate asks CUC to reconcile reconnection fee with recent public law

During the Feb. 20 informational hearing, Senator Francisco Cruz raised a constituent complaint about reconnection fees charged by the Commonwealth Utilities Corporation. The senator asked whether residential and commercial customers are charged the same amount and which law or CPUC rule governs the fee.
CUC staff reported the current reconnection fee the utility applies is $60 for both residential and commercial accounts and said that amount followed a CPUC regulation the utility enforces. Senator Cruz and others referenced a public law number cited by constituents (referred to in the hearing as Public Law 18‑39) that some constituents say reduced the residential reconnection fee to a lower amount. CUC staff said they would review the statutory and regulatory record and report back to the senator with clarification.
Committee members asked CUC to correct any discrepancy between the public law and CPUC rules and to notify the committee and affected customers if an administrative update is required. The item was recorded as an information request; no agency action was taken at the hearing.
