Council renews Central Vista Business Improvement District levy; advisory board plans more downtown events

The Vista City Council held a public hearing on the proposed annual levy for the Central Vista Business Improvement District (CVBID) and approved the continuation of the district's boundaries and assessments for the next fiscal year.
Economic Development Director Larry Vapo explained that on January 28 the council adopted Resolution No. 25-13 giving notice of the intention to levy the assessment and that the proposed assessments represent no fee increases or boundary changes. Vapo said the CVBID nets approximately $50,000 per year and that city staff administers the funds while the CVBID advisory board oversees spending.
TJ Crossman, chair of the CVBID advisory board, told the council the board recommended keeping the boundaries and assessments the same for fiscal year 2025'1-26 and reported the district used revenues to host seven events in downtown Vista last year. The advisory board said it will walk the district to engage business owners and plans to help activate the AVO theater, grow the community artisan market and sponsor free community events to boost foot traffic.
Council Member Corina Contreras highlighted a downtown kickoff at the AVO on March 7 and moved to close the public hearing and approve the levy; the motion was seconded and passed unanimously. No boundary or assessment increases were approved at the hearing.
