During general public comment at the Feb. 25 Planning Commission meeting, resident Michael Rivera raised a longtime neighborhood dispute over what he described as an “inappropriate decoration” that has been displayed at a nearby property since Halloween 2023.
Rivera told commissioners he and his wife have lived in the neighborhood for nearly 18 years and said the display has been up for “almost a year and a half,” which he said he believes violates Paso Robles Municipal Code section 9.06039. Rivera said he spoke with the neighbor, who responded by increasing the display rather than removing it, and said the situation “has become sophomoric and childish” and may affect property values.
Chairperson Christensen and staff indicated they would refer the matter to community service officers and the police department for enforcement and follow up. Christensen said staff will follow up with the community service officers and the police department and bring a report back to the commission. Rivera said he preferred the commission resolve the matter without publishing the complaint widely and asked for a neighborly resolution.
No formal enforcement action was taken at the meeting; commissioners directed staff to coordinate with enforcement units and to report back.
