Planning Commission grants two‑year time extension for Sky River RV expansion

The Paso Robles Planning Commission on Feb. 25 voted 6–0 to grant Sky River RV (Amendment 21‑04 to PD‑0015 and CUP‑0014) a two‑year time extension for its previously approved plan‑development amendment and conditional use permit.
Planner Piper Smith told the commission the amendment, originally approved Oct. 11, 2022, would have expired Oct. 11, 2024; the applicant submitted a time‑extension request before that deadline citing unforeseen delays. Smith said frontage improvements along Peter Drive were completed in late 2024 and that the applicant has shown reasonable effort to advance the project. Staff compared the request to current zoning standards and concluded a two‑year extension is appropriate and that the extension is exempt from CEQA review as it is not a new project.
The proposed amendment would add approximately 6.3 acres to the existing display and sales area to increase inventory capacity by about 200 RV units, construct an all‑weather overflow employee parking area and install a six‑foot fence and landscaping around the expansion. Smith noted no changes in the general plan, zoning or site use and no new environmental impacts.
Commissioners asked whether further extensions could be requested. Staff answered that multiple extensions are possible under the city’s rules, citing there are three extensions available that together cover the eight‑year entitlement life allowed under the Subdivision Map Act and local ordinance. The motion to grant the two‑year extension was made by Commissioner Veil and seconded by Commissioner Davis. The roll call vote was 6–0 in favor.
The extension preserves the applicant’s entitlement for two more years; subsequent phases or further extensions will be subject to applicable code and future review.
