Cupertino Planning Commission receives 2024 general plan annual report; staff to send required housing data to council

The Cupertino Planning Commission received the city—s 2024 general plan annual report and an update on housing-element reporting during its meeting. Staff said the report summarizes actions taken in 2024 to implement general plan policies and explained next steps for state reporting.
The report is required by California state law and must be presented to the legislative body and accompanied by forms requested by the California Department of Housing and Community Development, staff said. Planning staff told commissioners they will forward the completed HCD forms to city council and expect to go to council at the second meeting in March so the city meets the April 1 deadline.
Planning staff reported 41 accessory dwelling unit (ADU) building permits were approved in 2024 and about the same number were finaled, describing the totals as "low forties." Staff said roughly half of the ADUs were proposed as part of new-home construction; commissioners requested a more detailed breakdown and staff offered to follow up by email with the specific counts.
Commissioners asked for clarification on several items in the staff spreadsheet and suggested clearer visual emphasis for work completed in the past year. Staff explained the spreadsheet—s color key: green for completed action items, yellow for work in progress, orange for items that have not had policy direction, and gray for routine implementation tasks. Staff said new items from the prior year would be bolded and underlined in the final version to help readers identify changes.
Commissioners also asked about related initiatives. A commissioner asked whether a proposed joint West Valley City study addressing unhoused populations would come before the planning commission; staff said that the study is a housing-division initiative and the related contract work program would go through the Housing Commission rather than the Planning Commission. A question about a proposed transportation demand management (TDM) ordinance was deferred to public-works/transportation staff because that ordinance is being developed by public works.
Commissioners thanked staff for the work on the housing element and other general-plan initiatives but flagged typographical errors in the staff report and asked staff to correct dates and formatting before the council transmittal. There was no formal vote on the report; the commission—s action was to receive the report for transmission to city council.
