City staff said four general contractors attended the pre-bid meeting but only two submitted bids; one contractor withdrew after receiving a large contract elsewhere. The city reported the low bid was roughly $1.2 million below the engineers cost estimate adjusted for escalation (the engineers estimate cited was about $61 million). Staff said they had obtained a verbal approval from KDHE and were finalizing the loan documents; the loan closing and execution of the contract were contingent on the states final administrative steps.
Staff noted the project pace is urgent because of expected cost escalation in the construction market and recommended proceeding quickly on procurement and early purchases. Commissioners approved the contract award by voice vote. The project was characterized as a multi-year build with a 30-year loan amortization and an expected construction timeline of roughly two years.
