Newton staff presents consolidated commission policy draft, will bring clean version for March review

Staff said procedural items such as city commission meeting procedures, agendas and certain board notices were either already covered in the governing-body manual or in other documents (for example: zoning regulations and HR policies), and therefore were marked for removal from the consolidated draft rather than elimination.
Staff said the consolidated packet includes a policy-code development process with minor edits and preserves an annual review requirement so commissioners will routinely receive the policies for review. Staff recommended presenting a polished, page-numbered version for the commission—s review at the March 11 meeting and then returning the final form for adoption at the March 25 meeting.
Commissioners asked staff to "crosswalk" references to ensure that items removed from the manual can be easily found elsewhere, particularly fee schedules and agenda-related language currently located in other documents. Staff agreed and said they will send links to the governing-body manual and place clear references in the consolidated policy so users can locate the underlying procedures and referenced resolutions.
Staff also noted a plan to centralize materials on the city website so developers and the public can find relevant fee schedules and policy guidance in one place.
Ending: City staff will produce a cleaned, paginated version of the consolidated policies for the March 11 meeting and return for adoption on March 25 unless the commission requests further changes.
