Legislative Council Bureau briefs committee on jurisdiction, deadlines and past bill statistics

The Senate Committee on Legislative Operations and Elections received a committee brief from H. Pepper Sturm, senior principal policy analyst with the Legislative Council Bureau, who summarized the committee's jurisdiction, calendar deadlines for bills and bill statistics from prior sessions.

Sturm, who identified himself as nonpartisan staff, told members copies of the committee brief are available on NELIS and that the brief lists the NRS chapters expected to produce legislation before the committee. "I am a nonpartisan staff, and as such, I cannot advocate for or against any measure," he said.

Sturm noted that bills carrying out the business of the legislature are exempt from calendar deadlines and that the committee may be busier after the second-house deadline because those bills remain eligible. For nonexempt bills, he cited committee and house deadlines: bills needed to be passed out of this committee by April 11 and out of the first house by April 22; the second-house deadlines were listed as May 16 and May 23.

He provided past-session statistics: 54 bills were referred to this committee in the prior session (31 senate, 23 assembly), of which 30 were passed and signed into law and 8 were vetoed. Sturm also pointed committee members to pages in the brief that list prefiled bills, interim committee work, and research division publications relevant to the committee's jurisdiction.

No action was taken on the brief; Sturm concluded after taking a few clarifying remarks from members.

The committee retained the brief as informational guidance for the session.
