Board adopts 2025 CDBG/HOME action plan but removes automatic subrecipient-signature authority, asks for separate agreements

The Town Board of Cheektowaga voted Feb. 25 to adopt the town’s Community Development Block Grant (CDBG) annual action plan for 2025 and the HOME Consortium five-year consolidated plan, then amended the resolution to remove two “further resolved” clauses that would have authorized the supervisor to sign subrecipient agreements and related documents.
Council Member Pularski explained the action plan was available as an attachment, but Council Member Benczkowski pressed for transparency and said the board and residents should see each subrecipient agreement (including funding amounts and scopes of work) before the supervisor signs them. Benczkowski moved to strike the two clauses authorizing automatic signature authority; members voted to remove them and to approve the main action-plan resolution as amended.
Why it matters: CDBG and HOME subrecipient agreements direct federal funds to nonprofit and municipal partners. Board members said separate resolutions would allow public review of grant amounts and scopes of work before the supervisor signs subrecipient contracts.
What’s next: Community Development staff will prepare separate resolutions and attach each subrecipient agreement (with budgets and scopes) for board consideration at a subsequent meeting.
