Board tables two highway staffing resolutions amid disputes over budgeted supervisory positions

Two highway-related personnel resolutions were tabled at the Cheektowaga Town Board meeting on Feb. 25 after members questioned whether the positions are in the adopted 2025 budget.
Council Member Bukowski and others said the highway budget had been reduced by $80,000 tied to a TCSU collective-bargaining agreement that the board did not approve, and they questioned whether the advertised supervisory posts actually exist in the finalized budget. Supervisor Brian Nowak and other members argued highway operations would benefit from additional supervision and that recent retirements and internal reassignments complicated head-count accounting.
Council Member Benczkowski moved to table resolution 105 (appointment to automotive mechanic crew chief) and the board voted to table that resolution and the related appointment (106) pending finance verification and advice from the town attorney. Members requested that the finance office and town attorney provide documentation showing the funded head-count and the effect of the TCSU agreement language cited in budget notes.
Why it matters: Appointing supervisory staff without confirmed budget authority can create payroll and contract issues. Board members said they want to avoid creating a permanent position that is not funded.
What’s next: Finance staff will verify budget lines and report back at the next meeting. The board asked town staff to bring documentation explaining current head-counts, job titles and any dependencies on union agreements before reconsideration or further votes on the tabled items.
