House adopts joint conference committee report on House Bill 11, sets 15‑year sunset

Representative Locke moved adoption of the joint conference committee report, citing negotiations with the Senate that resulted in restoring a limited-term sunset rather than leaving the provision open-ended. "So in the negotiation, we basically moved it from 02/1937. So the sunset is back in place. And so the way it reads now until 12/31/2042," Locke said on the floor.
The change followed earlier action in which the House had removed a sunset and the engrossed bill showed the provision made ongoing. According to floor discussion, conference negotiators considered multiple options, including 10-, 15- and 20-year sunsets; the House had originally moved to remove the sunset. Representative Locke said the Senate indicated it could not accept the House position and that 15 years was the compromise both bodies could accept.
Opponents on the floor argued the House had previously voted to remove a sunset and that returning any sunset effectively postpones the policy questions to a later date. Representative Brown said he would vote no, arguing the body should bring a distinct tax bill if it wanted to alter tax policy, and that the House had spoken previously in favor of removing the sunset. Representative Yen and Representative Feiler also expressed opposition to a lengthy sunset window and preferred either no sunset or keeping the prior House position.
The chief clerk recorded the roll call: 43 aye, 17 no, 2 excused. The clerk announced, "By your vote, you have voted to concur with senate amendments to house bill 11," and later corrected the record indicating the joint conference committee report was adopted.
Next steps: with the House having adopted the committee report, the measure will proceed according to the legislative process and, if agreed to by the other chamber and signed by the governor, the change will become law as written.
