Cumberland County commissioners approve a slate of contracts, grants and budget moves; one bid rejected

The Cumberland County Board of Commissioners on Feb. 24 approved a series of resolutions that included a temporary budget supplemental, multiple contract awards, grant applications and professional-service agreements while rejecting all bids for title insurance and authorizing re-advertisement.

The board adopted Resolution 2025-139, authorizing additional temporary budget appropriations in the amount of $346,072; it then approved several procurement and contract awards covering construction testing services, water-treatment services, local road work funded through a local freight impact program, interpreter and sign-language services, and other agency contracts. Commissioners also approved grant application resolutions, including a disaster-response crisis counseling grant from the New Jersey Department of Human Services Division of Mental Health and Addiction Services.

One item on the agenda was Resolution 2025-145, which rejects all bids for providing title insurance services and authorizes re-advertisement for RFQ 24-51. The board voted to reject the bids and to re-advertise the request for submissions.

Commissioners approved multiple fair-and-open professional service contracts for criminal defense, labor counsel/labor law services, litigation counsel, and workers' compensation defense. The board also voted to award a contract for vehicle repair services and to award a contract for providing a Class C RV vehicle for the Department of Human Services. A resolution authorizing re-advertisement for counsel to the Cumberland County Construction Board of Appeals was also approved.

Most items passed on voice roll call without extended debate. One procurement item, the vehicle repair-services contract, prompted discussion about whether the county should favor multiple local providers or use a single vendor; the board voted to proceed with the contract while a commissioner asked staff to explore alternative procurement approaches for future contracts. The title-insurance procurement was rejected and set for re-advertisement.

The board also accepted the treasurer’s report as given and authorized payment of salaries and wages.
