Council approves consent calendar and adopts governance and midyear budget resolutions

The Guadalupe City Council approved several routine items as part of the consent calendar and took two recorded votes on Feb. 25.

At the start of the meeting the council approved the consent calendar (items a–e) by voice vote; the mayor called for ayes and the motion carried (“All ayes”).

Later in the meeting the council adopted Resolution 2025‑14, a resolution establishing council norms, protocols and a set of goals for fiscal year 2025–26, as amended. A motion to adopt the resolution as amended passed on a roll‑call vote. The roll call recorded ayes from Council member Acosta (Acosta/Acosta Junior), Council member Fernandez, Council member Villegas, Council member Hernandez and Mayor Julian; the resolution passed unanimously.

The council also considered a midyear budget amendment package and adopted Resolution 2025‑15, amending the fiscal year 2024–25 budget as recommended in staff materials. The resolution included reallocations within the general fund and enterprise funds; staff said the changes did not alter the overall budget total but redistributed existing budgeted amounts to reflect current spending patterns and projections. The resolution passed on a roll‑call vote with recorded ayes from Council member Acosta, Council member Fernandez, Council member Villegas, Council member Hernandez and Mayor Julian.

No recorded dissenting votes were recorded for either resolution. The council’s formal actions on Feb. 25 were procedural and budgetary in nature; separate substantive topics (for example, the farmers market request and the Bridal Theater presentation) were discussed but not acted on at the meeting.
