Greer reports January fund balances; council record shows ambulance delay incidents

Chris Klein presented the city's financial update for January 2025, reporting the General Fund cash balance at $23,580,000, year-to-date revenues of $26,096,000 and year-to-date expenditures of $25,500,000. Klein said the General Fund was 8% under budget, with an unfavorable revenue benchmark variance of $913,000 and a favorable expenditure benchmark variance of $1,900,000, for an overall favorable benchmark variance of $1,067,000.

Klein also reported the Hospitality Fund had a cash balance of $2,500,000, year-to-date revenues of $2,288,000 and year-to-date expenditures of $728,000. The Stormwater Fund had a cash balance of $3,574,000, year-to-date revenues of $1,600,000 and year-to-date expenditures of $740,000.

Separately, during departmental reports a council member asked colleagues to review the fire department's monthly survey for January. The meeting record states the survey showed 10 medical calls in which ambulance response was delayed 30 minutes or greater and nine instances where city responders provided advanced life support as the transporting agency (acting as the primary caregiver). The transcript did not specify which cases caused delay, the cause of the delays, or whether the delayed responses were due to mutual-aid protocols, staffing or dispatch factors.

City staff referenced the comprehensive annual financial report presented earlier by S Preston Douglas and Associates LLP; council members were told copies are available on request. The administrator also gave routine calendar reminders about workshops, the Greer Farmers Market and upcoming cultural events.
