Hayden City Council on Feb. 25 approved a professional services agreement with SCJ Alliance to prepare and present changes needed to update the city—s comprehensive plan.
The contract, described in the meeting packet as a comprehensive plan amendment professional services agreement, was moved for approval and seconded. In a roll-call vote, Council Member Schaeffer voted yes, Council Member White voted no, Council Member DePree voted yes and Council President (listed in the record as Reuter/Rotor) voted yes; the motion carried and the agreement was approved.
City staff introduced the item as unfinished business and said the work would cover required changes to the comprehensive plan; the council did not add conditions to the contract during the meeting. The approval was limited to authorizing the professional services agreement; the consultant will next begin the process of drafting proposed plan changes and presenting them to council for review, as described in the staff memo.
The vote followed little public discussion on the item. The council agenda packet listed the agreement and supporting documents; staff will bring subsequent deliverables and public-review milestones back to council for action and direction.
A formal start date, contract amount and detailed scope milestones were included in the packet referenced during the meeting but not read into the public record during discussion. Staff indicated next steps will include consultant briefings and public engagement as required under state law and local rules.
