Council adopts rezoning to allow new seminary building near middle school

The Morgan City Council voted unanimously Tuesday to adopt Ordinance 25-01, changing the zoning of a parcel at approximately 185 East 100 North from residential multifamily (M15) to commercial general (CG).
Council members and staff said the rezoning is intended to allow a new seminary building to be constructed on property the school district formerly used for shops. The council and staff described the measure as a technical cleanup so the parcel’s zoning matches adjacent commercial parcels and to provide setbacks and development standards suitable for the proposed use.
Ty Bailey, who introduced the item as part of the active agenda, said the request combines two split zones on the parcel into a single Commercial Central designation to permit the proposed seminary construction and to provide uniform setbacks. Bailey noted the planning commission held the required public hearing at the planning level and recorded no public comments.
Councilmember Dave moved to approve the ordinance; Councilmember Tony seconded. During the meeting the council corrected a date in the draft resolution (the public hearing date) before the vote. The motion carried by voice vote with members saying “aye”; the clerk reported the vote as unanimous.
The ordinance amends the official zoning map, includes standard repealer and severability language, and establishes an effective date consistent with council practice. City staff told the council the city engineer had double-checked the written legal description at an applicant request and confirmed it matched the intended parcel.
The rezoning was presented to the planning commission in advance, and commissioners recommended approval after a brief discussion. Council members said they saw the change as straightforward and tied to the school district’s realignment of buildings from that site.
No public testimony was recorded during the council hearing, and no amendments to the ordinance substance were proposed during the council vote.
Looking ahead, staff will incorporate the ordinance change into the official zoning map and notify affected departments so permitting for the seminary site can proceed when the applicant completes necessary submittals.
