The Mooresville Planning Board voted to recommend that the Town Board approve rezoning case RZ2025‑01, a request to rezone a 1.52‑acre site at 1554 Landis Highway from community commercial to a residential district, with an annexation moving through concurrently.
Planning staff said the parcel is owned by Third Creek Building Company and the applicant is Michael Caldwell. Staff told the board the property is currently zoned Community Commercial, one of the town’s most intensive districts; the applicant seeks residential zoning to allow a single‑family home. Staff recommended approval, telling the board the request meets the map amendment standards and is compatible with the proposed future rural residential character area of the town’s plan.
Planner Ms. Martin said that under the current Community Commercial zoning, a much higher intensity (the ordinance allows up to 24 units on paper for that parcel size) would be possible in theory, but the applicant’s proposal would limit development to effectively one dwelling unit because of watershed and site constraints. No members of the public signed up to speak on the item.
Mr. Katz moved to recommend approval, saying the proposal downzones an incompatible commercial use to a contextually appropriate residential use and is consistent with the Mooresville plan; a second was recorded and the board voted in favor. The recommendation will be forwarded to the Town Board for final action.
