Staff reports progress on Leland 2045 action playbook; conservation grant application underway

Town staff told the planning board it has begun or completed several action items from the Leland 2045 comprehensive-plan action playbook, including grant applications for conservation land and completion of sidewalk and resurfacing work.
Town planning staff presented the quarterly update on the Leland 2045 comprehensive plan, reporting initiation or completion of multiple action items across the plan's themes and highlighting several projects under way.
"Since plan adoption in late 2021, we have initiated 3 out of 4 of these action items" under the "highly valued, protected, and natural cultural resources" theme, said staff presenter Fresinger. The update covered six plan themes and listed progress counts for each.
Under conservation and natural resources, staff said the town, working with the Coastal Land Trust, applied for a U.S. Forest Service grant to acquire land that would be zoned for conservation. Under the arts and inclusion theme, staff said the town received a $1,200 award from the Brunswick Arts Council to support the town's Art Around Town program.
Infrastructure updates included two projects staff said support walkability: preliminary design plans for a Highway 17 pedestrian crossing (intersection of Plouffe Road and Old Waterford Way) are under review by NCDOT, and the Mallory Creek Drive sidewalk extension has been completed and extended to Bimini Drive. Staff also said the town received a design from the North Carolina Wildlife Resources Commission for a public boat ramp at Sturgeon Creek Park and that final design plans for a resurfacing program (milling, full-depth patching, asphalt overlay, new striping and signs) have been approved.
Fresinger said the town has initiated most action items under the economic and neighborhood themes and that the initiative to host regional law-enforcement training demonstrates regional cooperation. When asked whether staff believe they are on schedule, Fresinger answered, "Yes."
The presentation emphasized that marking items as "initiated" or "completed" does not mean work will stop: staff said some actions remain ongoing. No formal vote was required for the update.
Staff encouraged the board and public to continue using available engagement tools for plan-related input and noted ongoing coordination with other programs including the Integrated Mobility Plan.
