Waynesville council authorizes application for state accessible-parks grant to replace Red Park playground

Parks staff said the Kiwanis Club has committed $25,000 as a local match, and town staff intends to pursue a Duke Energy grant (Grama) for an additional potential $25,000 match. The state program requires local match funding; Parks staff said the grant offers a $1 state award for every $5 of project funds requested. With the Kiwanis commitment and a possible Duke Energy award, staff said the town could request a larger award from the state to cover modern accessible playground equipment.
Parks staff also reported they have been contacted by a nonprofit that may donate a large piece of playground equipment and a volunteer installation team; staff said the town would need to handle temporary storage and removal of the existing wooden structure if accepted.
Councilmember Chuck moved to authorize staff to submit the application; Councilmember Anthony seconded and the motion passed on a voice vote.
Staff noted the application deadline was March 3 and that while the application itself has no fee, project development will require staff time. If the Duke Energy grant is not awarded, staff said the $25,000 Kiwanis commitment would still support a smaller grant request.
