Lake County to seek planning grant to study relocating public works; sale of current site could free housing lots

County staff presented a proposal to apply for a planning grant to study relocating the public works and road and bridge facilities to county-owned property near the airport and county pit.
Michael (county staff member) said the county owns roughly 56 acres near Stringtown and the airport where the current pit and some county facilities sit, and that a feasibility and planning study would define size, adjacencies and program needs. The proposed grant would be a roughly $50,000 planning grant with a $25,000 county match to cover preliminary design, charrettes and program scoping.
Staff said relocating facilities could free up the current downtown public-works property for housing, because the existing site is already parceled and has utilities. "Once we demoed existing road and bridge ... that is already parceled up, and it's, like, legal for us to sell those as individual lots," Michael said.
Commissioners generally expressed support for pursuing a planning study, noting the difficulty of addressing deferred maintenance and the broader benefit of having a plan ready if federal or state infrastructure grants become available. Staff said prior applications for planning funds had been approved but the required match was not carried into the new budget year, so the board's direction would confirm whether the county proceeds and where the match would come from.
Ending: Commissioners asked staff to include the planning-grant request in the packet for a formal agenda vote at a future meeting; staff said they would forward the grant proposal materials to commissioners in advance.
