Schuman properties (48.8 and 127.7 acres) to add to preserved acreage in the Foreman Branch Rural Legacy area (motion carried). • Executed amended deed of forest conservation easement and amended deed of open-space easement for Murphy Road Farm LLC (motion carried). • Approved petition to close and convey 6,071 sq. ft. of Kent Narrows Way North to Kent Narrows Development LLC, with utility easements as required (motion carried).

- Grants, funding allocations and budget amendments: • Approved FY2025 Community Reinvestment and Repair Fund allocations totaling $595,000 for minority entrepreneur training, after-school programming, homeless-prevention efforts and other community needs (motion carried). • Approved Budget Amendment CC-8 (Moderately Priced Dwelling Unit fee-in-lieu authority increase) for $200,000 to expand first-time homebuyer loans; no new county funds requested (motion carried). • Approved Budget Amendment CC-9 (double-surcharge fund) for $200,000 to purchase recycling equipment and materials, including cardboard roll-off containers and boat shrink-wrap recycling bags (motion carried).

- Support letters and proclamations: • Executed a letter of support for the Bay Bridge Run (Corrigan Sports) scheduled for Nov. 9, 2025. • Executed support letters for Maryland Heritage Areas Authority grant applications for the Kennard Alumni Association and for Historic Kent Island (Paths from the Past: The Narrows Revealed). • Proclaimed “Government Communicators Day” (proclamation 25-08) and recognized the county’s communications staff and QAC TV channel 7 team. • Executed support letters for state legislation HB 494/HB 427 (economic development related) and HB 1260 (sunken vessels identification/removal) as requested.

What to watch next: The board authorized staff to draft an RFP for a sports-complex feasibility study and to return with bids and a recommendation (see separate article). Planning Commission review of citizen-sponsored text amendments will determine whether those items advance to public hearings.
