County commissioners and public works staff said drainage and flood risk in neighborhoods such as West Park and Mountain View must be resolved before overlay paving in some locations.
Michael (county staff member) and commissioners pointed to recurring drainage that runs from the rail yard and upper neighborhoods down to County Road 4, causing road failure and property damage during intense storms. One commissioner said the August 2023 storm produced flood damage across town and into lower neighborhoods.
Staff described targeted local drainage measures already taken, including a French-drain-style berm and subsurface rock swale installed near low-lying houses that has reduced flooding in a localized area. But larger slides and slope instability remain: Michael said the area where the road is "falling off the hillside" had a FEMA engineering study after heavy rains in 2013 and that FEMA's fix would be to replace the failing road with a bridge. The FEMA estimate cited in the meeting was about $1.2 million for such a bridge.
Staff and commissioners repeatedly advised that paving without resolving sub-surface drainage could result in quickly failing overlays and wasted funds. "Before we do fix any roads other than the patch that we're in West Park, we need to get the drainage figured out," a commissioner said.
The meeting also connected drainage to other projects: school campus stormwater, neighborhood runoff and potential grant opportunities for resilient infrastructure under federal programs. Commissioners suggested a holistic planning approach that pairs drainage solutions with paving schedules to avoid redoing work after underground repairs.
