Midlothian council adopts mission and vision, confirms board nominations, clears Midlow Fest permit; personnel offer authorized

At its Feb. 25 meeting, the Midlothian City Council approved routine and calendar items including adoption of mission and vision statements, several board nominations, a special-event permit for Midlow Fest and a personnel offer following executive session.
The council unanimously adopted a resolution to formalize mission and vision statements and guiding principles discussed at the recent council retreat. The motion to adopt the resolution was moved by Councilman Mormon and seconded by Councilwoman Hammonds; the item passed 5-0.
The council also confirmed nominations to multiple advisory boards and commissions recommended by the nominations committee: Rick Armstrong to the Joint Airport Board, Demetrius McClendon to the Midlothian Community Development Corporation, Jonathan Killian to Planning & Zoning, and Dan Altman to the Utility Advisory Board. Council approved the slate in a single motion, 5-0.
The Midlothian Chamber of Commerce requested permission to hold Midlow Fest on April 26, 2025. Chamber representatives described planned vendors and a beer/beer-garden and winery participants. Council discussed aligning alcohol service with park ordinances and asked that the organizers provide the names of entities serving alcohol (the beer-garden operators were named in the meeting as Pen to Paper and Wilson CP). Council approved the special-event permit with a waiver allowing alcohol service in the park and noted the permit-fee waiver; the motion passed 5-0.
During executive session the council discussed a personnel matter (communications and marketing coordinator). On return to open session the council authorized the city manager to make an offer of employment for the communications and marketing coordinator position above the midpoint of the pay range; the motion passed 5-0.
Other routine items: consent agenda items were approved 5-0. A planned proclamation honoring a Mana House staffer and a planned financial audit presentation were postponed because the honoree was ill and the audit presentation was not available, respectively.
