Highland Village outlines parks, roadwork and lodging projects; Pollock Knoll cabins, pier repairs and county-funded overlay noted

Phil Lozano, parks and recreation director, told the council that the Village Park fishing pier is being renovated in-house as part of the 2022 bond program. "We're doing all the work in house that's getting major improvements such as a new deck, new vertical uprights, and then also major drainage improvements that will stop the erosion. And we're anticipating that it'll be open in spring of 2025," Lozano said.
Paul Stevens, city manager, described additional projects including grant work tied to an FM 407 corridor study intended to connect the hike-and-bike trail to retail areas. Stevens said the city is "ready to design right now to build up to 16 cabins at Pollock Knoll Park," noting the cabins would provide lodging for visitors who do not have RVs and could benefit surrounding businesses.
On roads, Don Strange, street supervisor, discussed the city's annual overlay program. Stevens reported that the Highland Shores asphalt overlay from Hollow Village Road to Briar Hill is complete; the remaining segment from Briar Hill to Twin Coves is part of the Denton County bond program, with Denton County participating in 50% of the funding. Stevens said the project is under design and the city will likely issue bonds later this year with construction likely starting in 2026.
The presentation also included community events scheduling: a teen bonfire at Coppers Branch Park on March 7 from 6 to 9 p.m., developed after community engagement, and the Celebrate Highland Village event planned for June 14 at DoubleTree Ranch Park to reduce flood-related cancellations at the lakefront site. These items were presented as informational reports; no formal council action was taken at the Feb. 25 meeting.
