Public works outlines water, street, drainage and hydrant projects; staff plans SCADA discussions in March

Assistant Director Crystal Mason led the presentation. She reported that January building activity included 22 residential permits with an estimated $7.4 million in building value and that development activity remains robust in several subdivisions.
Key infrastructure items: - SCADA and backup power: Staff said capital planning will prioritize the SCADA (Supervisory Control and Data Acquisition) system and backup generators for critical lift stations, with programming and funding discussions to begin in March. - Wastewater and treatment plant: Design and construction schedules are advancing; staff expects a mandatory pre-bid meeting on March 5 for arsenic remediation and electrical improvements at the water treatment plant. - Fire hydrants: Phase 1 data collection and inspection work is under way in the southwest quadrant; contractor LSP Solutions will photograph, test operation, note isolation valves, and record paint condition into the city GIS so staff can identify hydrants needing replacement or repair. - Streets and bridges: Design continues for reconstructing streets in the More addition and Highland addition; bridge grant projects and sidewalk planning are also moving forward. Valley Road paving is expected to begin weather permitting. - Stormwater and drainage: The city kicked off a stormwater management plan Jan. 30; surveyors are digitizing stormwater infrastructure, running flood-risk models and identifying mitigation projects. Staff noted an interlocal diversion-channel project with Matagorda County Drainage District No. 1 is under review and that a state flood infrastructure fund application may provide funding for projects in 2026-27.
Operational metrics: Mason said crews cleared a backlog of work orders, reported 22 outstanding service-line repairs and 15 water-main breaks as of Feb. 20, and described coordination between utility crews, streets crews and solid-waste partners to manage seasonal workloads.
Why it matters: The projects affect water reliability, fire protection, flooding and road conditions across Bay City. Staff emphasized coordination across planning, engineering and field crews and said public outreach materials will be used to share project progress with residents.
Next steps: SCADA discussions and design refinements will move into March planning sessions; staff will return with recommended capital planning items and specific procurement schedules.
