Council approves application for $250,000 GLO Resilient Communities grant to update comprehensive plan

The Bay City Council on Feb. 25 approved a resolution authorizing submittal of an application to the Texas General Land Office (GLO) Resilient Communities program to fund an update to the citys comprehensive plan.
City staff said the GLO program provides up to $300,000 in federal funding for a community comprehensive plan or plan update and requires no local match. Staff recommended requesting $250,000 and said the funds would support a comprehensive update covering land use, infrastructure, economic development and public input.
City planner David (staff name in transcript) told council that the work would include stakeholder meetings, public workshops, and procurement of planning and engineering services after an award.
Council action: A motion to approve the resolution was made and seconded; the mayor called for the ayes and none were recorded in opposition. The resolution authorizes the mayor or city manager to execute documents related to the application and, if awarded, implementation of the funded project.
Why it matters: Councilmembers stressed coordination between the comp plan update and existing planning efforts, including the recently initiated stormwater management plan and a sidewalk master-plan application. Staff said a comprehensive plan update is recommended roughly every 10 years and would help prioritize projects and coordinate funding requests.
Next steps: With the councils approval staff said they will submit the application the following week, begin the procurement process for planning consultants should the city receive an award, and pursue public engagement and stakeholder outreach if funded.
