Grayson County commissioners approve hazard mitigation subgrant, health contract, inmate-housing agreement and multiple purchases

Grayson County Commissioners Court on Feb. 25 approved a series of grants, contracts and purchases affecting emergency management, public health, jail operations and county infrastructure.

The court unanimously accepted a federal Hazard Mitigation Grant Program subgrant from the Texas Division of Emergency Management (DR-4705) and was told accepting the award would have no local-budget impact. The court also authorized the county judge to issue a letter permitting Acadian Ambulance Services of Texas LLC to operate emergency medical transport services in Grayson County; county staff clarified the provider will augment transport but will not provide 911 ambulance service in incorporated areas.

In other public-safety business, commissioners discussed and approved a proposed interlocal inmate-housing agreement with Fannin County. County staff said the proposed rate is $87 per inmate per day and that Grayson County is awaiting Fannin County’s legal department to sign off before the executed document is filed with the minutes.

The court approved a master services agreement with a vendor for “video directly observed therapy” for tuberculosis treatment. Public health staff told the court the mobile application would allow nurses to verify medication doses remotely, reduce travel time for staff and shorten the treatment window by allowing holiday and weekend doses to be counted. “It would save us time from going out, and it shortens the time period that the active tuberculosis cases have to be treated because we get to count the holidays and we get to count the weekend doses,” a public health representative said.

The Justice Court in Precinct 4 requested a new interior door to increase privacy and security for the clerk’s workspace at the Van Alstyne subcourthouse. Christina Fox, judge of the Justice Court in Precinct 4, told the court the building is shared by three departments and the door would enhance confidentiality and staff safety.

The court approved multiple procurement and payment items listed on the agenda, including authorization to pay routine bills and vendor invoices; acceptance of a commissioning services proposal and related budgeted fee for the Veil Expansion Project; purchase of a pre-owned 2015 Freightliner Cascadia dump truck for Road & Bridge Precinct 2; and the purchase of surplus kitchen equipment from Fannin County for use in the county jail’s temporary kitchen.

Commissioners also canceled a separate bid solicitation to resurface an airport hangar floor after staff identified a cooperative purchasing option, and approved a replat for Dixie Estates Phase 1 and 2 in Precinct 4 to adjust a petroleum-pipeline easement.
