Committee hears proposal for recurring arts grants to Minnesota FFA ahead of its centennial

Dr. TJ Brown added historical context on FFA’s longstanding connection to music and talent activities and argued that arts programming supports leadership and communication skills among FFA members. Amber Finley, legislative intern for the Minnesota Farmers Union and a former FFA member, testified in support and said the grants would help ensure students statewide have access to arts opportunities within FFA.

Committee members asked about administrative details and whether the Department of Agriculture would need to prepare a fiscal note; a committee staff member said agencies serving as fiscal agents routinely perform administrative functions for legacy appropriations and that final answers on any fiscal‑note requirement would be addressed as the bill moves forward. The committee laid over the bill for possible inclusion; no vote was taken at the hearing.
