Senate records messages from House listing dozens of passed bills; committee reports and referrals noted

The Kansas Senate recorded messages from the House announcing the passage or adoption of a long list of House bills and concurrent resolutions and received several procedural reports and committee actions on Tuesday.

The clerk announced the passage or adoption of numerous measures from the House, including House Concurrent Resolution 5008 (adopted) and Senate Concurrent Resolution 1613 (adopted), and a long list of House bills on topics the clerk summarized as motor vehicles, education, motor vehicle liability insurance, firearms, cybersecurity, retirement (Kansas Public Employees Retirement System), insurance, housing (including private rental housing), public assistance, school districts, water, taxation, the Open Records Act, municipalities, law enforcement training, rural emergency hospitals, agriculture, weights and measures, roads and highways, veterans and military, occupational licensing, sales and compensating use tax, the Department of Administration, economic development, children and minors, guardians and conservators, business entities, hazardous materials, and others. The clerk read bill numbers as announced on the Senate floor.

Separately on the floor, a Senate officer announced the withdrawal of a set of Senate bills from the Committee on Ways and Means and rerferred them to other committees or to the calendar under general orders. The items withdrawn and referred included Senate Bills 48, 49, 237 (withdrawn from Ways and Means and referred to the calendar under general orders); Senate Bill 242 (withdrawn from Ways and Means and rereferred to Judiciary); Senate Bill 167 (withdrawn from Ways and Means and rereferred to Utilities); Senate Bill 130 (withdrawn from Ways and Means and rereferred to Agriculture and Natural Resources); and Senate Bill 253 (withdrawn from Ways and Means and rereferred to Public Health and Welfare.

The committee on assessment and taxation reported that Senate Bill 210 was recommended for passage. The clerk also announced the introduction of Senate Bill 278 by the Committee on Assessment and Taxation, described on the floor as "not concerning sales taxation."

Before adjournment, Senator Blasey moved to adjourn until 2:30 p.m. Wednesday, Feb. 26, 2025; the motion carried by voice vote.

The announcements on the Senate floor were procedural messages and did not by themselves enact legislation in the Senate; the clerk was relaying actions taken by the House and committee recommendations or administrative referrals to committees.
