Board approves Homekey Plus application to fill financing gap for Sutter Creek supportive-housing project

The Amador County Board of Supervisors voted 5-0 on Feb. 25 to authorize submission of a Homekey Plus application, co-filed by Amador County Behavioral Health and developer Danco, seeking up to $15 million to complete financing for a 46-unit permanent supportive housing project in Sutter Creek.
Melissa Stilio, program coordinator with Behavioral Health, and James Coles, principal with Housing Tools (consultant to Behavioral Health), presented the proposal and told the board Homekey Plus is a competitive state grant that funds permanent supportive housing (PSH) for people with behavioral-health needs who are experiencing homelessness or are at risk of homelessness.
Nut graf: The requested Homekey Plus grant would serve as gap financing for the Sutter Creek Apartments project, which is planned as 46 units (35 Homekey-assisted PSH units restricted to households at or below 30% of area median income, plus 10 additional affordable units and a manager unit). Project details: Coles said the development will include three two-story buildings with studios, one-bedrooms, two-bedrooms and a manager unit, on-site case coordination, and wraparound behavioral-health services provided by county behavioral health. The total project cost was presented as roughly $25 million; Homekey Plus funding would be the final piece needed to begin construction, according to presenters.
Board discussion and outcome: Supervisors asked about the project’s competitiveness and timelines. Staff said the county had a pre-application consultation with HCD and that previously awarded No Place Like Home commitments and tax-credit history position the project favorably. Supervisor Brown moved to approve the resolution authorizing the application; Supervisor Epperson seconded. The motion carried 5-0.
Ending: Project proponents said the county’s permanent local housing allocation reserve will support services and that staff and developer Danco will continue to pursue final financing and a construction schedule if the Homekey Plus award is made.
